INDEPENDENCE
New political doctrine of the Republic of Poland toward Russians
and the Russian state
(citizen project)
1. Political control over the flow of oil and gas from the territory of the Russian
Federation to Europe and also foodstuffs from Europe to the Russian Federation.
The exercising by the European Union of full political control over the flow through
the territory between the Baltic and the Black Seas of raw materials, and particularly oil and
gas from the territory of the Russian Federation to Europe and foodstuffs from Europe to the
Russian Federation. This control is primarily intended for the political interests of the
European Union and the political interests of the states of the European Union, and with much
less importance regarding the economic interests of the European Union and the member
states of the European Union. The commercial interests of national and international
concerns, neither connected with the interests of the Union nor with those of the states of the
Union, shall not be regarded at all. From one standpoint political control is intended to limit
the dependence of the states of the European Union on the supply of oil and gas from the
Russian Federation, this dependence being caused by uncontrolled economic development,
concerned only with economic factors, regardless of political concerns. From the second point
of view political control is to provide the Union and the states of the Union with effective
tools for exerting political pressure on the Russian Federation with the aid of economic
instruments.
2. Punishing communist and post-communist criminals.
Placing communist and post-communist war criminals and criminals against humanity
hiding in territory subject to the Russian Federation before an international tribunal. Those
guilty of crimes committed subsequent to the aggression of the Union of Soviet Socialist
Republics against Poland 1939), Finland (1939), Lithuania, Latvia and Estonia (1940), East
Berlin (1953), Hungary (1956), Czechoslovakia (1968) and Afghanistan (1979) also the
aggression of the Russian Federation against Chechnya (1994) and Georgia (2008) are
specifically included.3. Demilitarisation of the so-called Kaliningrad Enclave.
Total demilitarisation of the territory of the so-called Kaliningrad Enclave consisting
of the withdrawal of all the armed forces and military equipment of the Russian Federation.
Demilitarisation also entails the dismantling and liquidation of such equipment as rocket
launching silos, hangers, bunkers and naval ports etc. Only essential police forces and frontier
guard units should remain in this territory.
4. The armies of the Russian Federation to return home.
Withdrawal of the armies of the Russian Federation from the so-called Transdniestr
Moldavian Republic, Belarus, Crimea, Abkhazia, South Ossetia and other territories in
Europe and Asia lying beyond the territory, recognised by the international community as that
of the Russian Federation.
5. New Curzon Line for Russia and Russians.
The designation for Russia and Russians of a “new Curzon Line” and this line would
be equally on the west as in the east and also the north and south, being a demarcation line
marking the future frontier of the Russian state and separating the territories inhabited by
Russians from those inhabited by other nations and also multinational areas
6. Referenda and plebiscites in territories freed from Russian occupation.
The conduct of independence referenda on the territories of the former Russian
Federation inhabited by nations other than the Russian nation and plebiscites organised on
territories inhabited by multinational communities. The purpose of plebiscites is the
assignment of multinational territories to those new states arising as a result of independence
referenda. Independence referenda and plebiscites shall be conducted under the control of
international institutions on similar principles to those plebiscites, which were conducted in
Central Europe as a consequence of the Versailles Treaty, with regard to the experience
obtained during those plebiscites.
7. Free elections.
Conducted under the supervision of international institutions, the first democratic
parliamentary and presidential elections in the new states, and also in the territory of the
future Russian state.
